No Jumpquest?

I was wondering why the quest "John's Pink Flower Basket" isn't active? Not only does it reward great exp, it's a fun and nostalgic part of the V62 experience. It's also the easiest way to get screws for Nella's quest.
Am I doing something wrong or is there really no jumpquest?

That quest is disabled to make room for the NPC "The Lost Snipe" found in the Saga Square (used for all jump quest maps).

It will be at the far right side of Free Market. There will be a portal there. The Lost Snipe will be there at the bottom right.

Completing Jump Quests there - certain ones the first time - will get you a chair.
