Unable to finish quest-progress on fossil research

Hi I have some issues with this quest.
The quested items are all there but can not complete it by talking to Winston.

I can press OK but still it shows this:

and we go back to the first picture again!
Had tried forfeit the quest and re login but still cant work. Please assist, thanks!

 

login after few hours and the quest seems to be reseted and it works this time.
