Piece of the pirate map not dropping

Hi, I'm doing the quest to gather 6 piece of the Pirate map, and I've run about 10 ppq so far with 0 dropping. is it suppose to be a super rare item?

 

I have gotten all in 6 consecutive runs. Try more runs.

 

Yeah, as far as I know its suppose to be 100% drop, not sure if the quest is bugged now

 

from what i noticed, the one who has the quest has to deal the most damage in order for it to drop

 

My experience was that the one who kills the boss while having the quest open will ensure the drop of the map. You can try running PPQ with a party of people who have all initiated the quest or a small party who let you kill the boss and loot the map.
