This mount was imported from Korean MapleStory, as you can tell by the kite's festive colors. There is no skin color change option in Korean MapleStory (source: https://forums.maplestory.nexon.net/discussion/17231/cant-change-cadenas-skin-color) "probably left out as, in KMS, there is no change skincolor option, so that has to be added in when GMS gets it, which means GMS forgot to add that in." Unfortunately, there's not much we can do for this because mounts do not have different appearances for different colors of skin. The best we could do is remove the hands altogether.
