Arwen's Glass Shoes not dropping

Been hunting this thing for like 2 months off/on now from fire boars in Hidden Street Dangerous Valley (Perion). 3 CS dropped by copper drake in that time.

Why it take so long to drop for a quest? what is the drop rate? or is it bugged? or is Arwen just capping cause I sense major cap! She prolly has it in her closet or smthng -_-

i not sure how you do the hunting, it is dropping but it is rare.
